My explanations for choosing A :

B sounds a bit wierd to me.It apears as if the sentences are parallel but the "of more" is not convincing for me - not sure though. :?

C and D ruled out for using "greater" investors

I was confused between A and E but I chose A. :?:

E wd have been correct if it used "and with more" instead of ",with".

I'll go with A.

In B, "industrial city with ........... of more than" is not idiomatic
