A is wrong because the template use of the idiom is - the more x …. the more y -. The phrases - as rare as and the more - can not go together.


Between D and E, D is wrong because it uses a hardcore comparison word – like -to describe alternatives.

The use of whether is not restricted to be used between two alternatives only; it can be used to choose among more than two things also.
