Hi Karthik,
Not sure if u still have a question despite the the other post.

But anyways:

The main subject is Hughes and we are talking about something in the past (1920's) so would is the right usage. IMO Verb tense error is what we are looking for here.

Will refers to something he might do in the near futrue and the meaning of the sentence becomes obscure.

C is better than E since E says would publish i.e something that is going to happen whereas we want to convey something that has happenned which C does it correctly.
