In order to raise revenue, the federal government planned a tax amnesty program that
allows tax delinquents to pay all owed tax without added financial penalty. However,
economists projected that the federal government would collect a far lower percentage
of total tax owed by delinquents than did state governments implementing similar
programs.

Which of the following, if true, would most contribute to an explanation of the
economists’ projections?

A. Tax amnesty programs are only successful if they are widely publicized.
B. Most people who honestly pay their state tax are equally honest in paying their
federal tax.
C. Although federal tax delinquents usually must pay high financial penalties, the
states require far lower financial penalties.
D. The state tax rate varies considerably from state to state, but the federal tax is
levied according to laws which apply to citizens of all the states.

Let me try,

We are trying to explain why F < S under same tax penalty policy. So there should be another reason other than PENALTY that can explain why STATE will collect more tax.

E. Unlike most federal tax delinquents, most state tax delinquents fail to pay state tax because of an oversight rather than a decision not to pay.

We need to show that delinquents for the state govt are different group of people as compared to that from federal..

Option E proves that...

Situation: Federal government is planning to raise revenue from delinquents offering penalty free collection but its doubtful as most of that will go to state governments.

Reasoning: What could explain it, obvious reason will be that somehow state government charge more than federal government. This is precisely stated in D and so is the correct answer.

states.

It states the lowest of all state will be charged by federal government so a lot of money will go to state(even one of the state charges more than federal)

states. - This has nothing to do with the penalty free repayment. This is incorrect.

I could be terribly wrong -

Total taxes owed would be tax + penalties .. so if the penalties are high for federal and low for state, and both give up on penalties .. Federal will collect lesser total tax than state.
