Though I got the answer right by the process of elimination under 2 mins, I want to know what should be the reasoning applied to hit correct answer directly?

on the second reading of stimuli and then the answer choices from E to A i got the point - choice B worsens the condition stated by general population outside of hospital - the people in hospital rated their abilities more conservatively than those outside of hospital, thus the outside people will drink and drive before regaining their driving abilities even more frequently. Hence choice B should strengthen the argument of not following the add's advice

I go with B. Assume the people in the hospital say it takes three hours to begin to drive safely. Since they underestimate, the real time could be four hours. These people would start driving an hour too soon. People in bars, however, would be less conservative so they might estimate two hours. They would be back behind the wheel two hours too early. That makes it even more likely that people are on the road before they should be.
