GPREP very tricky question

This question has already been discussed on manhatten and on BTG forum. But it is in very old posts, so posting again. Simply GMAT test makers brain is amazing.....

Tiger sharks are common in the waters surrounding Tenare Island. Usually tiger sharks feed on smaller sharks, but sometimes have attacked tourists swimming and surfing at Tenare's beachs. This has hurt Tenare's tourism industry, which is second only to its fishing industry in anual revenues. In order to help the economy, therefore, the mayor of the island has proposed an ongoing program to kill any tiger sharks within a mile of the beaches.
Which of the following, if true, most strongly calls into question the likelihood that implementation of the mayor's proposal will have the desired consequences?

a) Even if not all the tiger sharks that come close to the beaches are killed, the existence of the program would reassure the tourists.

b) business owners who depend on tourism will pay most of the cost of impelemting the program.

IMO D
the correct answer needs to show that the stated effect is not going to occur because of some other reason.
D is the other reason where small sharks feed on fish , since tiger sharks fed on small sharks any such program , which reduces tiger sharks will reduce fish the first buisness of the island and thus will not result into the stated effect

e) Not all tourists who come to Tenare Island enjoy swimming or surfing. - but there still are tourists who are interested in swimming or surfing. so mayor's proposal in a way will help

A seems to strengthen the argument for me.
D is the answer because catching fishes is important to the economic of the country. since the smaller sharks eat a lot the fish the economic will definetly decrease thus killing large sharks will just somehow protect the traveling industry ( mayby a bit because if it were me, i would not choose to go to the beach where i heard there are sharks and those sharks could kill me, even if the large sharks will be killed within a miles but its not sure that the sharks from the far distance of the beach will come closer to kill me) so maybe killing large sharks can protect a bit traveling industry but small shark is still the " danger" for economic because small sharks eat fish. poeple need to catch fishes to live

D is the answer because catching fishes is important to the economic of the country. since the smaller sharks eat a lot the fish the economic will definetly decrease thus killing large sharks will just somehow protect the traveling industry ( mayby a bit because if it were me, i would not choose to go to the beach where i heard there are sharks and those sharks could kill me, even if the large sharks will be killed within a miles but its not sure that the sharks from the far distance of the beach will come closer to kill me) so maybe killing large sharks can protect a bit traveling industry but small shark is still the " danger" for economic because small sharks eat fish. poeple need to catch fishes to live
