B and E both say that the arrests themselves are 20 years old or younger, which doesn't make sense.

A's construction "20 year olds or younger" is awkward.

D says that "arrests...are persons", which does not make sense (similar to what we saw in B and E).

C's meaning works, and it clears up the awkwardness of A. "arrests...are of persons 20 years old or younger."
