odometers disconnected.

In December of 1987 an automobile manufacturer pleaded no contest to criminal charges of odometer tampering and agreed to pay more than $16 million in civil damages for cars that were test-driven with their odometers disconnected.
(A) cars that were test-driven with their odometers disconnected
(B) cars that it had test-driven with their disconnected odometers
(C) its cars having been test-driven with disconnected odometers
(D) having test-driven cars with their odometers disconnected
(E) having cars that were test-driven with disconnected odometers

Please explain why A is wrong .

Choice A says "manufacturer is paying the amount for cars that were test-driven with their odometers disconnected". This means that he is paying for all the cars, even if they are not test-driven by the manufacturer.

D corrects this by saying "Manufacturer is paying the amount for having test-driven cars with odometers disconnected". This means that he is paying the amount for cars that were test-driven by the manufacturer.

If there is anything wrong in my explanation, please correct me.

Marlepally...you have almost got the meaning wrong.

A implies the damages are paid for those cars that were driven with odometers disconnected...more like the car is gonna receive the damages.

D makes it clear that the damages are paid because the manufacturer test drove with the odometer disconnected.

D's correct.

I chose A too:(

It did not pay damages for 'cars'; it paid damages for a 'practice'...what was that? "having test-driven cars with their odometers disconnected".

Same logic applies for E. "having cars" (as in E) was not the practice that it was penalized for. "having test-driven cars with their odometers disconnected" was the practice for which it was penalized.

It is important to note that "having test-driven" is a structure "having" + "past participle" ("driven"). You can get penalized for "having done something"; in this context, "having test-driven cars".

You cannot be penalized for "having cars" (Here "having" is used in the sense of "possessing" cars).
