Infinitive is inappropriate here

The underline part describes " shields of ...." and we need a modifier to describe shields

Also the infinitive if not driven by any primary verb

Answer : C

why not E?
Never use a infinitive (to <verb>) after a comma, participle 'protecting' is fine here, describing the role played by animal-hide shields..
