Hi btg760,

That post was for comma + ing modifier.....that is IMO different from normal ing modifier...

comma + ing = modifies entire previous clause.
without comma "ing" modifer = modifier the previous noun/noun phrase....

So IMO they are two different things...and both are correct depending on sentence. So IMO here prohibiting is correctly modifying directive.(immediately preceding noun)

Please tell if I am missing something here....or am misinterpreting you.....

As per my opinon....it is not prohibit <something> from <something>

But prohibit <somebody> from <something>

here <somebody> is basically the action doer....since action doer is not present in A....so IMO C is correct...

this action doer IMO can be govt, companies etc. which is missing....in A

Buddy.. the doer here is directive (an authoritative instrument issued by a high-level body or official).. its the directive that prohibits the chemical from sale to other countries.

Lemme try to give you some more examples..

Ex 1: Some cities and counties are “dry” meaning they prohibit any alcohol from being sold or distributed within the borders.

Here the doer is county.. the county prohibits alcohol (something) from being sold (something)

This is the same as in our sentence.. the directive prohibits the chemical from sale to other countries..

why C is wrong

" prohibiting" in C is clearly modify "directive" and correct

so, what is wrong with C.
