This is a statement from Times of India (India's Leading NP)

A total of 1,157 non-resident Indian proclaimed offenders (POs) and absconders in 2,000 criminal cases registered across the state are haunting the Punjab police.

I see a Subject -Verb agreement conflict. Am i correct??

Subject-verb agreement-wise, the sentence is correct.

The core of the sentence is:

A total of 1,157 non-resident Indian are haunting the Punjab police.

However, 'Indian' should have been 'Indians'.

On a side note, if the total had been used, that would have been singular (though in that case, the usage of would have been entirely different, something along the following lines, though perhaps can be bettered).

The sum total of non-resident Indians proclaimed offenders (POs) and absconders in 2,000 criminal cases registered across the state, haunting the Punjab police, is 1,157.
