Although the majority of children's hospitals in the United States have developed procedures for organ donation after cardiac death, the controversy surrounding this issue has led to considerable variation among policies, including the declaration of death criteria.

(A) Although the majority of children's hospitals in the United States have developed procedures for organ donation after cardiac death,
(B) Even though procedures for organ donation after cardiac death, which is what the majority of children's hospitals in the United States have developed,
(C) Although organs have been donated after cardiac death, which is due to the procedures that have been developed by the majority of children's hospitals in the United States,
(D) In spite of cardiac death organ donation procedures developed by the majority of children's hospitals in the United States,
(E) In spite of the majority of children's hospitals in the United States, with the developing of procedures for organ donation after cardiac death

B, C and E are wordy.

In D "cardiac death organ donation procedures" is awkward.

I prefer A.

IMO B

A suggests that the hospitals developed the procedures after cardiac death. As if hospitals die of cardiac death.
Concision comes after correctness and clarity.

In B, "which is what...developed" is modifying "cardiac death". Hospitals have not developed "cardiac death", they have developed "procedures for organ donation". That's the reason why B is wrong.

I narrowed it down to A and D,

(A) Although the majority of children's hospitals in the United States have developed procedures for organ donation after cardiac death,
(D) In spite of cardiac death organ donation procedures developed by the majority of children's hospitals in the United States,

Assuming "although" and "in spite" are grammatically correct, D can still be eliminated by identifying "cardiac death organic donation" as wordy and confusing. "have developed procedures" is also preferred over "Developed by the majority of children's hospitals".

I think we can overlook "although/in spite of" and still find the answer to this question.

E is just awful, "with the developing of"
D - To rule out D all you need to do is plug this answer back in the original choice. In spite X developed by Y, The controversy regarding A has led to - its incorrect usage. Correct construction should have been../. In Spite of Y developing X, The controversy regarding A has not died down...
C - Use of ,which implies that cardiac death is caused by procedures.. Bravo !
B - Same as C
A - Correct
