In Newtonian laws of motion, there is a condition and it's converse regarding bodies at rest and bodies in motion

A) wrong as should be its not it's

A) correct, two things are talked about "condition and its converse" , so plural.

Puneet's explanation is bang on.

Here we are talking about a universal truth, so we should use simple present tense and not present perfect tense, which is used for actions that started in the past and have continued till present or actions that were completed in the past but their effect still remains in the present.

The usage of 'are' is correct here because we have more than one item.
