Soaring television costs accounted for more than half the spending in the presidential campaign of 1992, a greater proportion that it was in any previous election.

I will go with B.

soaring television costs ---- so plural
Eliminate A, D and E

C is awkward and unidiomatic.

My answer is B too

besides points mentioned above,
Only B correctly says Greater...than

Greater that (A,C ) are not correct.

Rest are also wrong and awkward
Its better to burn out than to fade away
