Use of THAT vs TO

Turn-of-the century magician Harry Houndini claimed, for his famous water-torture cell trick, the ability to hold his breath for more than three minutes.

Does it make sense to replace 'the ability ....breath' with 'to be able to hold his breath'

Your question pertains the idiomatic usage of the word "claim". In that regards, "claim to be able to" is idiomatically correct usage. You may review OG12_Q120 for this usage.
