what is parallel in this sentence ?

The employees were upset by the company's low pay, poor working conditions, and shortage of outlets for employees' creativity.

Here, the prepositional phrase "of outlets for employees' creativity" modifies the noun "shortage"
What kind of shortage? The type relating to outlets for employees' creativity.
