C - out for poor parallelism
D - out as sentence makes THE DISPOSAL OR REPAIR as subject. Can THE DISPOSAL OR REPAIR capture!!
B - out (not sure what THOSE refers to)
B/E - use of PRESENT SIMPLE suggests two possibilities (either concern persons are doing DISPOSING OR SERVICING "NOW" or as A HABIT. But the intend is to show usage of DISPOSING/SERVICING more as an future action. Second problem in E :ANYONE is more generic than SOMEONE

IMO A

A - correct
B, E - incorrect, both answers omit "of" after "dispose"
C - the two parts conjoined with "or" are not parallel
D - "disposal" and "repair" cannot be agents of an action - this answer is illogical
