Hi,
compare to - mostly used to praise someone by pointing similarities with someone else.That is, describing the resemblances between unlike things.
Example : In India, Sachin Tendulkar is often compared to God.
Scientists sometimes compare the human brain to a computer.
compare with - used for actual comparison.The act of examining two like things in order to discern their similarities or differences:

Example : John is comparing a BMW with a Mercedes.
The police compared the forged signature with the original.
