A. It was a previous design, so obviously we need the past tense. "is concentrated" is incorrect.

B. This correctly presents the tenses and corrects the sentence structure. But now it is, it creates an independent clause after comma+but and is therefore grammatically correct.

C. Wordy / Awkard construction.

D. This is a run-on sentence. The discuss..., once designed,... but now... There's no sign of an auxiliary verb like was or is to complete the sentence.

E. "having its weight in a metal center" is wordy/awkward construction. After and you would also need "is now" to correct the tense.

It has to be C

First the DISCUS needs to be the subject of this sentence not the weight of the discus. Notice the non underlined part (lined with lead around the perimeter, thereby improving stability in flight and resulting in longer throws). Now how can the weight of the discuss be lined with lead and improve in stability. Obviously the DISCUS is the subject.

A & B - notice how the subject in both these options is the weight of the discus. The discus needs to the subject not its weight.

C - the BEST CHOICE. DISCUS is correctly modifed by and correct pronoun usage.

D & E - Lacks IT when introducing the fact that the discus is now lined with lead.
