stmnt (1), x > 0..substitute the values

x = 2, y = 3 => -1/5 < 1 ..
x = 3, y = -2,=> 5/1 > 1.. not sufficient

stmnt (2) y < 0

consider x = 3 , y = -2 => 5 > 1
x = 3 , y = -4 => -7 < 1
not sufficient

combining both stmnts also , same..insuffcient.. IMO E

imo e

the question can be reduced to -2y/(x+y) > 0?

if y<0 then you can certainty say that numerator will be >0 but whether or not the denominator is >0 or not will be depend on the actual value of x and y hence insuff.
