I also go with D.

Increase led to..

A,B and C gone.

E would is not necessary.

ABC is are wrong.

between D and E.

E is clearly wordy, but conveys meaning correctly.

D has ambiguous placement of 'later'.

IMO E.
When you think you can or you cannot, you are generally correct.

Between D and E

incident in 1921 led health autorities' granting a permit to the group

D later called by the name of unimedco (meaning looks okay to me)

in past permit was given to the group which was later called unimedco

E that later would be called by the name unimedco

I feel would is unnecessary. authorities will know at that point of time while giving permit whether the group will be called as unimedco. so would doesn't make sense

IMO E

"the group later called" is the wrong tense.

Although is a bit wordy, it is still correct tense.
