I think , 'by laying' is more appropriate than 'from laying' here .So, It comes down to C & E. and E is more appropriate.

so we are down to "A" and "B".
But I am confused how to rule "B" out as OA is "A"

Noun/gerund. Derive X from Y, X=Public benefit, Y=the laying of
Can be considered parallel although this idiom doesnt really require that
b) from laying private television cables on the public land

Participle phrase

c) by the laying of private television cables on the public's land

d) from private television cables being laid on public land

e) by laying private television cables on land that was public

OA A

I eliminated C,D and E but confused btw A and B ..

Do we have to assume that the Original sentence is always contains the correct meaning?

Agree with iamcste

The idiom is derive X from Y where X and Y should be parallel.

X = public benefit - noun phrase
Y = the laying of private television cables on public land - noun phrase

In B

X = public benefit
Y = laying private television cables on the public land - participial phrase.

A noun phrase is NEVER parallel to a participial phrase.

You can change a participial phrase (-ing or -ed form) to a noun phrase by adding an article (a, an, the) before the participial. So choose A.

Thanks for asking this question. This question confuses me as well. But from what I have learnt is that if you are down to 2 options the original choice (A) and some other, and the only difference between them is of change in meaning go with the original.
But would definitely like to see an expert or any one else sure about this rule to comment.

Another approach for this question. Please let me know if am correct.
As we know, the correct idiom is derive X from Y
we can eliminate C and E.

In D, we have being which is passive and we prefer active voice so eliminate it.
Now between A and B, B uses 'the public land' which makes the reference to a particular land and hence changes the meaning of the sentence.
This is Unjustified.
Hence, Ans is A.
What if i have not yet beat the beast, I know i will beat it!!!!!!!!

a) from the laying of private television cables on public land

derive X from Y , where both X and Y are nouns

b) from laying private television cables on the public land

Removing THE makes laying a gerund and it acts like a working verb. This chance distorts the parallelism.

and THE PUBLIC is awkward.

Any comments ?
