OA is C taken from Aristotle Book
According to Gmat, using "THAT" after "say" is a mistake then why C is the right answer. Moreover, A A staunch critic of the Umpire Decision Review System (UDRS)--------> (modifier) How this modifier is related to "the football team captain"

Firstly, it is strange that the underlined part does not start with the words that differ among answer choices.

A - looks ok
B - incorrect, it seems that "the controversial innovation" is "a critic"
C - a comma is missing before "saying that" because this phrase modifies the whole previous clause, otherwise correct
D - wrong use of "had"
E - wrong use of the present perfect tense
