Despite the legal arguments of <Robert and I, the zoning board approved> the new housing project before it adjourned.

A) Robert and I, the zoning board approved

B) Robert and I, the zoning board had approved

C) Robert and me, the zoning board approved

D) Robert and me, the zoning board had approved

E) Robert and me the zoning board approved

IMO (C)

You are supposed to use the objective pronoun after a verb or preposition.

Use I, if it is the subject of the sentence.

I also think that "had" is not needed.

IMO B

the zoning board approved the new housing project before it adjourned.

So we must use past perfect => B & D

Between Robert & I vs Robert & me , I choose I because it's subjective position here
