The state has proposed new rules that would set minimum staffing levels for nurses, rules intended to ensure that at least one nurse is assigned for every four patients put through triage in a hospital emergency room.


A. rules intended to ensure that at least one nurse is assigned for every four patients put through triage in a hospital emergency room

B. rules with the intent of ensuring one nurse at least to be assigned for every four patients to be put through triage in a hospital emergency room
C. rules intending to ensure at least one nurse is assigned for every four patients in a hospital emergency room put through triage
D. with the intent of ensuring that at least one nurse should be assigned for every four patients in a hospital emergency room that are put through triage
E. and this is intended to ensure one nurse at least to be assigned for every four patients put through triage in a hospital emergency room

[spoiler]OA is A. When we use words like demand, then we look for sentence like 'I demand that he be there'. Here using 'is instead of be is wrong' like I demand that he is there--is wrong.
In Original sentence we have ensure that at least one nurse is( not be) assigned for every four patients.
When should we use the subjunctive form : that + be and not that + is and vice versa . How is 'is' correct here [/spoiler]

These answer choices mply that the NURSE is ensured.
Not the intended meaning.
It is an ACTION that is ensured: that at least one nurse IS ASSIGNED.
Eliminate B, C and E.

In D, ensure and should are redundant.
Eliminate D.

The correct answer is A.

Please note the subjunctive mood would not be appropriate here.

The subjunctive mood typically implies an action that is contrary-to-fact or hypothetical.
One particular use of the subjunctive mood is called the COMMAND SUBJUNCTIVE.
The COMMAND subjunctive is composed of the following structure:
BOSSY WORD + that + BARE INFINTIVE.
A bossy word is a verb such as insist, demand, recommend, etc.
The bare infinitive is the to form of a verb with the to omitted.
Example:
The doctor insists that John eat vegetables every day.
Note the structure: bossy word (insists) + that + eat (the bare infinitive of to eat).
The subjunctive mood is appropriate here because what the doctor insists MIGHT NOT ACTUALLY HAPPEN.

The SC above employs the verb ensure.
Verbs such as ensure and guarantee are NOT bossy words.
If something is ENSURED or GUARANTEED, then it DEFINITELY happens or definitely will happen.
Hence, the subjunctive mood is inappropriate.
Instead, we generally combine verbs such as ensure and guarantee with either the simple present tense or the simple future tense:
Rules intended to ensure that at least one nurse IS ASSIGNED.
The hospital guarantees that at least one nurse WILL BE ASSIGNED.
