With its plan to develop seven and a half acres of shore land, Cleveland is but one of a large number of communities on the Great Lakes that is looking to its waterfront as a way to improve the quality of urban life and attract new businesses.

(A) is looking to its waterfront as a way to improve the quality of urban life and attract
(B) are looking at their waterfronts as a way they can improve the quality of urban life and attract
(C) are looking to their waterfronts to improve the quality of urban life and attract
(D) is looking at its waterfront to improve the quality of urban life and attract
(E) are looking to its waterfront as a way of improving the quality of urban life and attracting

OA is : C but I thought it was D can anyone explain why?

Hi, the rule that governs this question is as follows

when subject is

one of (plural subject) the subsequent verb & pronoun must be plural

therefore it's C

In the sentence "...Cleveland is but one of a large number of communities on the Great Lakes that is .."

that acts as a relative pronoun for communities, so 'are' is required rather than 'is'

what MBA2010HereWeGo wrote is also correct. Maybe you can refer to Sahil's notes on SC.

Communities is one of those plural words that gmat uses as indicated by manhattan SC.. It's in the same category as the words army, orchestra etc.. therefore the usage of "is" rather than are is correct!

Here is the rule :
one of +noun(prural)+that/who takes prural verb
one of + noun(prural) without a relative ronoun takes singular
In this context :A, D eliminate for is
E -Eliminate because of its
now we need to choose between B and C.
B is wordy not sure about the idiom usage though.
Hence C
