B/D - had been is wrong here as we are speaking about that time and simple past is suffice
C - widespread culture that was algoquian speaking - wrong, culture cannot speak algoquian only people do.
E - same as B/D - uses had been which is unnecessary in this context. Past perfect tense refers to past, on going action that was completed before some other past action.

IMO A.
Getting defeated is just a temporary notion, giving it up is what makes it permanent.
