Modifiers

I have been toying with a modifier pattern for a while, and I would like to get it clarified here.

Consider the below sentence pattern:

Noun1, appositive, modifier.

Suppose the appositive describing Noun1 contains another noun - Noun2. Whom does the modifier modify now? Does it still modify Noun1 even though Noun2 is closest to it?

Appositive is type of noun phrase only so when appositive is removed by a noun2,still noun1 will be modified
