the highlited verbs are reffering to subject a series which is singular and hence the verb has to be singular

correct;remeber prepositional phrase cannot be main sub celebrity gossip and popular movies
(C) things that are related to Hollywood has emerged Heart of the City, a series centered on celebrity gossip and popular movies that inspire...should be inspires

what's a prepositional phrase? could you cite an example?

prepositional phrase is a phrase which starts with a preposition

for eg:The number of car accidents involving deer, up seventeen percent from ten years ago and continuing to rise throughout the country, have decreased in Michigan's Upper Peninsula due to the increased use of car-mounted deer whistles by residents. [Incorrect]

prepositional phrase is of car accidents , the subject in prepositional phrase is not the main sub , as is the case here the verb HAVE is reffering to car accidents which is the sub of prepos... phrase ...
the s/c is intended to mean the number is increasing and not the car acidents....
and hence the number is the sub and not the car acc...
