Initiated five centuries after Europeans arrived in the New World on Columbus Day 1992. Project SETI pledged a $100 million investment in the search for extraterrestrial intelligence.

(A) Initiated five centuries after Europeans arrived in the New World on Columbus Day 1992, Project SETI pledged a $100 million investment in the search for extraterrestrial intelligence.

(B) Initiated on Columbus Day 1992, five centuries after Europeans arrived in the New World, a $100 million investment in the search for -extraterrestrial intelligence was pledged by Project SETI.

(C) Initiated on Columbus Day 1992, five centuries after Europeans arrived in the New World, Project SETI pledged a $100 million investment in the search for extraterrestrial intelligence.

(D) Pledging a $100 million investment in the search for extraterrestrial intelligence, the initiation of Project SETI five centuries after Europeans arrived in the New World on Columbus Day 1992.

(E) Pledging a $100 million investment in the search for extraterrestrial intelligence five centuries after Europeans arrived in the New World, on Columbus Day 1992, the initiation of Project SETI took place.

It took me less than 45 seconds to arrive at the correct answer choice i.e. Option C.
But I believe that this question is much more than that and I should learn as much as I can. This is a master piece question. So far I knew this about the verb+ing modifier -

Doubt#1 -

This sort of modifier should actually satisfy TWO requirements:

1) It should apply most nearly to the subject of the preceding clause (as you've said); and, even more importantly,
2) It should have one of the following RELATIONSHIPS to that clause:
* Immediate consequence
* Simultaneous, but lower-priority, action

VERB + Ing Modifiers also take the tense of the Preceding clause.

But in Option D and Option E, Verb+Ing has come before something not preceding something. what should be its behavior the same as stated above.

Doubt #2 - Verb ed Modifier -
In the Correct Option C. Verb + 'ed' modifier should modify the closest Noun i.e. "Five Centuries" then why is it modifying "Project SETI"

(C) Initiated on Columbus Day 1992, five centuries after Europeans arrived in the New World, Project SETI pledged a $100 million investment in the search for extraterrestrial intelligence.

This means -
Initiated five centuries after Europeans arrived in the New World on Columbus Day 1992 =
Project SETI was started in 2492 and this is not the intended meaning. Does this all make sense.

The intended meaning is that PROJECT SETI was initiated on Columbus Day 1992.
Eliminate B.

In D and E, pledging (an introductory VERBing modifier) seems to refer to the initiation (the subject of the following clause), implying that THE INITIATION was PLEDGING -- a nonsensical meaning.

The correct answer is C.

A and D: Europeans arrived in the New World on Columbus Day 1992.

These options seem to imply that Europeans arrived in the New World in 1992.

Eliminate A, D and E.

I'm bit unclear as to why an investment can't be initiated on the proposed date. in the same light, Project seti seems to be something established earlier whereas investment was made on this date.

If the original sentence conveys a logical meaning, eliminate any answer choice that does not convey the intended meaning of the original sentence.
A: Initiated five centuries after Europeans arrived in the New World 1992, Project SETI pledged a $100 million investment.
In the original sentence, the conveyed meaning is that PROJECT SETI was initiated.
Since the intended meaning is logical -- and B does not convey this meaning -- eliminate B.

Choice C, the best answer, is a complete sentence, and its (initial structures correctly modify Project SETI so that there is no ambiguity regarding when events took place. Choice A is faulty because its construction illogically suggests that Europeans arrived in the New World on Columbus Day 1992 and that Project SETI was initiated five centuries thereafter. In B, Initiated on Columbus Day ... illogically modifies a $100 million investment, suggesting that it was the investment itself, not Project SETI, that was initiated. In D and E, the initial phrase beginning with Pledging in both cases illogically modifies the initiation of Project SETI; it is not the project's initiation, but the project itself, that pledged a certain investment. Furthermore, D is a sentence fragment, while E may be faulted for ambiguity. The phrase five centuries after could modify either Pledging or the search, and on Columbus Day 1992 could refer to the date of either the initiation of Project SETI or the arrival of Europeans in the New World. Hence, C is the answer.
