Use of WHICH

Use of WHICH

Prime Minister Manmohan Singh, whose government has frequently been criticized for paralysis on policy, has pledged not to reverse the decision to allow foreign direct investment in retail, which could see big-box stores like Walmart, Tesco and Carrefour set up shop in India (Economic Times). "I am confident that foreign direct investment in retail will help to bring modern technology in the farm sector, less wastage and more jobs," Mr. Singh said Wednesday.

is this use of WHICH correct.. IMO "which" refers to Retails.. however it should refer to "Direct investment in retail"??

Here which refer to "Direct investment in retail"

"Which" can refer to a noun or noun phrase guided by the meaning of the sentence.
