As you, I think option D is correct.

But also, I don't know why option C is wrong.

To answer ardz24's question, here is the problem with answer D:

Using the words "...was elected in 1988 as only..." implies that Resnick is still only one of two women to serve on the state bench, which isn't true. In answer B, they change the wording to say "...was elected in 1988 to be,..." which more clearly shows that she was elected in 1988 and then served. Answer B doesn't say whether or not she remains only the second woman to serve, allowing the sentence to only focus on Resnick as the main topic.

Also, to answer VJesus12's questions about option C:

It has the same problem as answer D, and it also uses the present tense verb "...is subsequently re-elected..." for events that happened in the past (1994 and 2000). Since it's neither 1994 or 2000, the writer should have used the past tense "...was subsequently re-elected..." instead.
