IMO it should be E

A, B do not tell anything about the distance from the origin,

combined together also do not tell anything about distance

r+s=1, r, s=1/2 will have distance of (1/2)^0.5

u+v=1, u=3/4, v=1/2 will have distance of (13/16)^0.5 different

or if u,v=1/2 then same distance. so cannot tell

Basically it is asking you if sq rt of (r^2 + s^2) = sq rt of (u^2 + v^2)
(Pythagoreom Thereom)

You need both to answer question.
