hi -

the key takeaway in this problem is the fat that ratios are the same as fractions. therefore, the question is the equivalent of just asking
what is p/r?

statement 1:
multiply both sides by 1/2, to cancel the 2 out of the numerator on the left. this will give p/r = 15.
sufficient.
better yet, you can just realize that you can multiply out by 1/2, and not actually perform that multiplication.

statement 2:
multiply both sides by 3 (= 3/1), to cancel the 3 out of the denominator on the left. this will give p/r = 15.
