Getting this one right requires noticing the variation in meaning that occurs with the use of each answer choice.

A. As the former - When this one is used, the sentence conveys not that she did these things while she was the chair, but rather that she did them as "the former chair", which meaning does not make sense.

B.The former - When this one is used, Joan is described as being the former chair for 18 years. That doesn't make sense either.

C.Former - Here again we have her described as the former chair for 18 years.

D.She was - When this is used we have two independent clauses spliced together with a comma. The meaning is ok, but two clauses need either to be connected with a connecting word or to be separated by a semicolon.

E.As the - When this is used the sentence that is created is grammatically correct and conveys something that makes sense, that she did these things while she was chair for 18 years and a board member for 28.
