A. made the best pets.
B. could be the best pets.
C. are the best pets.
D. make of the best pets
E. make the best pets.

no OA provided. Could anyone please help on this!!!

C and E both look correct,but I will go for C as it is simple and correct.

A. made the best pets. - "made" is incorrect
B. could be the best pets - present tense "claims" + "could" is not correct
C. are the best pets. - looks fine
D. make of the best pets - awkward
E. make the best pets. - ok
