I have no problem reading the main part of problem, but what confuses me is the question:
Any of the following, if true, is a valid reason for benchmarking the performance of a company against companies with which it is not in competition rather than against competitors EXCEPT:
What on earth is the author trying to say?
in competition or not in competition?

The question says, what could be the valid reason for benchmarking against the NON-competitor rather than competitor.

So the answer is : not in competition.

With 'Except' key word, we have to find an answer choice that would give us 1. NOT a valid reason for benchmarking against NON-competitor, 2. VALID reason to benchmarking against competitor, or 3. Irrelevant to the conclusion.

I agree with you that language of the question is difficult to understand, and with words - not, rather, against and Except - make question more confusing.
