according to me the IMO is C
although it is not the best choice but it is best among these.
in B HAVE doesnot agree with the subject which is actually singular.

Just learn the basic:

I will teach grammar, and I will help to apply grammar.

--> I will teach grammar and will help to apply grammar.
==> I will teach grammar and help to apply grammar.[will has been omitted to avoid redundancy.]

Again:

He will go to the field, and he will play.
=> He will go to the field and will play.
==> He will go to the field and (will)play.

Now come, the sentence in question:

A project will not only meet, but also have.

--> A project will meet and will have.

In the correct option, "will" has been omitted to avoid redundancy.

So, correct answer is B.

Note:

After modal auxiliary, the base form of verb is used.

shall/should/will/would/can/could/may/might/must/ought to/used to/will/would + base form of verb.

what you are saying is correct but what i am asking is
that that the verb form used here is it correct ;
i mean i think that here it should be HAS instead of HAVE ???

As scorebeater said, the "will" in front of "meet" also applies to the second half of the sentence. To test for agreement, would we say "will has" or "will have?" It should be "will have."

yes, Bill is correct.

After the modal auxiliary verb "will" you need to use "base form of verb".

Example:
I will help you.
He will help me and guide me.
