Is it "B", because wheather seems the correct choice and B is most precise answer also.

here comes the full explanations(I was trying to be the first to reply :D )

(A) if it can broaden its membership and leave whether is to be used
(B) whether it can broaden its membership and leave Correct use of whether and maitnain parallelism.
(C) whether or not it has the capability to broaden its membership and can leave wrong usage of idiom
(D) its ability for broadening its membership and leaving wrong idiom
(E) the ability for it to broaden its membership and leave
