imo it can be only A or C
i vote for C ,
as in A the last part of the sentence is in passive voice, and two independent sentences without comma.

What I think is, A does not clear the meaning why his poetry remains unpublished.
C clears the meaning that, he is extremely modest and (hence) will not publish his poetry.

IMO C.

Yep rightly said guys that "his poetry is unpublished " is not at all preferable over "he wil not publish his poetry".

By the way whts the source of the question aspirant2011 ?

with what all persons can we use "will".
"Shall" we keep entire sentense in second person.
