I will also choose E but not sure. The problem with E is that it uses both "can" & "potentially" which is redundancy..Also, the correct idiom is " potential of...".What is the correct answer?...

The idioms are potential to (verb)and potential for/of (noun).

E is the answer to this question as A,B,C refer to overtime.

we need something that refers to "excessive amt... overtime, a practice...."
