You are given that the range is 20,000. It can be from 0 to 20,000, or it could be from -20,000 to 0, or it could be 100,000 to 120,000 (all of these satisfy H(A) -L(A) = 20,000).
However, you are trying to find what the maximum will be in the combined sets.
If 1st set is from 0 to 20,000, and second set is from 0 to 50,000, then your range is 0 to 50,000. But ask yourself - could you find an even bigger range?? What if 1st set was 0 to 20,000, and second set had a range from 20,000 to 70,000 (again, it satisfies the other set where H(A) - L(A) = 50,000), then in this case your range is from 0 to 70,000. You have just made the combined set have an even bigger range than before!
Now for minimum, if one set is contained within another set, you are minimizing the range. What I mean by that is say 1st set is 0 to 20,000, and 2nd set is 0 to 50,000, then your range is 0 to 50,000. Can you make it even smaller? Try it, I don't think you can.
