I think the answer is B as it has the correct usage of modifiers.

IMO D

A) Number have - number is singular

B) Incorrect modifier as the the number is growing and not students growing

C) Number, and not the students, has reached record high.

D)Correctly modifies number

E) Students have grown steadily in number is awkward.
