I haven't personally used the RC Bible nor the MGMAT RC guide, but I will say this:
- MGMAT is most appreciated for its SC guide
- PowerScore is most appreciated for its CR Bible
- PowerScore has a great reputation in the LSAT world, which covers CR and RC as well as the GMAT + RC is closer to CR than to SC
- the evidence that I have points to the PowerScore RC Bible

Note however that this is a subjective opinion. Maybe you will get more competent answers from people who have used the two books.
