Let me give it another go.
It is a Yes/No Question.
(1) Not Suff: If the lines' equation is x = 6 then it will never intersect the sircle (thus NO) but if the line has a slope of say 8 and went through x = 1.02, it will surely intersect the sircle (thus YES).
(2) Not Suff: They say nothing of where it intersects any of the axis so it might go through the xy planes somewhere in the millions (not close to the sircle and thus NO) or it can go right through the origin (thus YES).
Together we have the same issue. You can find a line with x- intercept greater than 1 and slope = -1/10 that will go through the sircle (y = -1/10 x + 0.5) and you can find a line that will not go through the sircle (y = -1/10 x + 10) So it is impossible to answer YES or NO to this question
