B,C & D are out as either they are wordy.. or confusing.
Now confusion is between A & E.
A is wordy because "what impact it will have if it does" is unnecesarily wordy.
divided on and divided over. both are okay.

its quite easy


c and d ---"ehether-or" is strange idiom and hence out

b wordy

a and e --e shows the correct tense "would "
