1000 SC Question #13

13. A majority of the international journalists surveyed view nuclear power stations as unsafe at present but that they will, or could, be made sufficiently safe in the future.
(A) that they will, or could,
(B) that they would, or could,
(C) they will be or could
(D) think that they will be or could
(E) think the power stations would or could


The answer is D. I chose E. I thought "will" and "could" are in present and past tense. Why are they correct in the same sentence?

Exactly! We need here both past and future tense in the sentence.

What is the use of the would/could together in a single sentence? Doesn't it seems wordy to you?

For example:- He would or could passed.

The above example is 100% wordy can be replaced by either would or could.

Now see the another construction:-

He will or could, be passed.

It means that either will be passed (if he works hard now then he will pass in future), or he would(could) be passed (He could be passed now if he would have worked hard earlier).

So the sentence tries to show two different times in a single sentence.
