Responding to the public's fascination with-and sometimes undue alarm over-possible threats
from asteroids, a scale developed by astronomers rates the likelihood that a particular asteroid or
comet may collide with Earth.
A. a scale developed by astronomers rates the likelihood that a particular asteroid or comet may
B. a scale that astronomers have developed rates how likely it is for a particular asteroid or comet to
C. astronomers have developed a scale to rate how likely a particular asteroid or comet will be to
D. astronomers have developed a scale for rating the likelihood that a particular asteroid or comet
will
E. astronomers have developed a scale that rates the likelihood of a particular asteroid or comet that may

Please suggest me how to solve this....
A and B is incorrect because of modifier issue.
D eliminated because to rate and for rating, I would go with to Rate.
E I eliminated because That rates the likelihood is wordy.
But, I don't know how to eliminate the option based on the differences between may and will.
Please guide me

The sentence states "how likely a particular asteroid"; this phrase show the uncertainity.. So we need not necessarily say "may". However, there are more points, points rightly pointed out by you, on which we can eliminate the wrong choices..

Likelihood and may show uncertainilty
So its redundant to use both..go with c as it has " likelihood and will"

A is incorrect cuz its in passive right? What is a modifier issue in A?
When verbing placed before the clause ,it can modify the subject or entier clause
In love with "beatthegmat",I do not need any coaching I get all my doubt solved here on this 1 place...:) thanks to all the experts!!

The opening modifier is "responding to the public's fascination...", so the subject should be whatever/whoever is responding. A scale can't respond, but astronomers can (by creating the scale).

Let's use a simpler sentence. We want to know the probability that Betty will visit. We can say:

How likely is it that Betty will visit?
or
What is the likelihood that Betty will visit?
or
How likely is Betty to visit?

However,

How likely will Betty be to visit?

is a clunker. :D
