Let's take each statement one by one.

1) Before the water evaporated, the mixture exactly filled a one liter bottle.

=> Amount of oil = 10% of 1 liter = 100 ml.

=> Water + Vinegar = 900 ml.

Since we do not know the amount of water, we cannot answer the question. Insufficient.

2) Before the water evaporated, vinegar accounted for forty percent of the mixture.

=> Amount of oil = 10% of 1 liter = 100 ml.
=> Amount of vinegar = 40% of 1 liter = 400 ml.

=> Amount of water = 50% of 1 liter = 500 ml.

Amount of oil and vinegar = 100 + 400 = 500 ml.

Percent of oil in the mixture = (100/500)*100% = 20%

Correct answer: B
