IMO C...

Jobs/Hours ---> countable, hence number should be used...Drop A,B

Op D and Op E...unnecessarily use "that are created" and "that have been created"

In Op C use of "new jobs created" is concise and clear

This question is a great illustration of the power of scan and eliminate, the essence of the Kaplan Method for Sentence Correction.

After reading the sentence once, if nothing jumps out at you, scan the choices looking for differences.

The easiest place to spot a difference is right at the beginning of each choice. Here we see a classic 3-2 split between "discloses" and "disclosed". Since the task is ongoing (happens the first Friday of every month), we want the simple present: eliminate (D) and (E).

Scanning the remaining 3 choices, we see a 2-1 split between "amount of new jobs" and "number of new jobs". Since "new jobs" are countable, "number" is correct: eliminate (A) and (B).

We've only looked at the first few words of each choice, but we've already eliminated 4 choices! We confidently choose (C) and move on to the next question, completely ignoring the rest of the sentence.
